After weeks of conversations and debate on the establishment of a new transfer portal ruling, the NCAA DI Administrative Committee officially stamped and sealed the time period for the opening of the single transfer portal.
According to the announcement, college football athletes will be allowed to enter the portal in a 15-day window stretching from Jan. 2-16. The implementation of the new winter transfer-eligible dates will be shortened to five days for those still competing in the College Football Playoff, however. While players have those 15 days to enter the portal, they are not under a deadline to determine to commit to a program once they have officially entered.

Here is the official announcement from CBS Sports’ NFL and college football national analyst Matt Zenitz, who has been covering the updates from the committee:
Along with the date changes, the NCAA also announced that if a head coach is fired, athletes will have 15 days to enter the portal, instead of 30 moving forward. Players will also be required to wait five days once a program hires a new head coach or when announced. During conferences of coaches across the college football landscape, these new changes appeared the most because they allow teams to finish postseason play before an athlete can enter their name into the portal.
All conferences in college football voted for the new winter window, except the Big Ten Conference. Ohio State Buckeyes head coach Ryan Day expressed strong disagreement with the ruling, stating that teams in the playoffs will have more on their plate, as they must also recruit and sign players while coaching their teams through postseason play.
