CSCAA President Arthur Albiero Testifies Before Congress

by

College Swimming and Diving Coaches Association of America (CSCAA) President Arthur Albiero testified before the U.S. House Judiciary Committee today in a hearing titled “Antitrust Law and the NCAA: Examining the Current Climate.”

Albiero, the head coach of the University of Louisville’s swimming and diving program, joined a distinguished panel of experts to advocate for policies that ensure the sustainability of collegiate athletics, with a specific focus on swimming and diving.

The CSCAA has been a strong advocate for preserving Olympic sports at the collegiate level, particularly in response to legislative and economic pressures that threaten program sustainability. Albiero’s testimony emphasized the need for thoughtful policies that maintain opportunities for student-athletes while balancing the broader changes occurring in college athletics.

In his opening statement, Albiero thanked the committee members for their time and shared his firsthand experiences in college athletics as an athlete, coach, parent, and spouse. He underscored the pivotal moment college athletics is facing and the need for Congressional support, stating, “I would ask that any Congressional support also offer protections for the 78% of student-athletes who do not compete in football and basketball.”

The hearing addressed key issues, including the impact of Name, Image, and Likeness (NIL) policies, athlete compensation models, and the potential consequences of ongoing litigation affecting NCAA programs. With the recent loss of multiple collegiate swimming and diving programs, the CSCAA remains committed to working alongside lawmakers, athletic departments, and national governing bodies to safeguard the future of the sport.

“Collegiate swimming and diving play a vital role in developing world-class athletes, fostering academic and athletic excellence, and providing student-athletes with life-changing opportunities,” said CSCAA Executive Director Samantha Barany. “As we navigate the evolving landscape of college sports, it is critical that we protect these programs to ensure they remain a cornerstone of Olympic development and student success. Arthur’s work today was a big part of that effort, and all of us who have benefited from the college athletics experience thank him for dedicating his time—especially while preparing to take a full team to the NCAA Championships.”
