World Aquatics Foundation Launches Emerging Leaders Program

The World Aquatics Foundation this week announced the formation of its Emerging Leaders Program. The initiative is designed “to empower” swimmers aged 14-18 “to become advocates for water safety, environmental responsibility, and positive community engagement.”

The World Aquatics Foundation, the philanthropic arm of the sport’s global governing body, is partnering with Ian Zhang’s WeSwim and Rowdy Gaines’ Step Into Swim program. They and others will offer “structured mentorship, educational masterclasses, and opportunities to implement projects that address water safety, community development, and sustainable practices.”

“Drowning prevention is a cause that is deeply personal to me,” Zhang said. “This program offers a platform for young leaders to collaborate, learn from one another, and take meaningful action in their communities. Through peer-to-peer development, these Emerging Leaders will not only enhance their skills but also promote water safety as a critical life skill.”

“Swimming has the power to transform lives and prevent tragedies,” Gaines said. “Through Step Into Swim, we have worked to make swimming accessible to all. The Emerging Leaders Program extends this mission to a global audience as these young leaders will combine their creativity, passion, and leadership to make a tangible impact in their communities.”

The Emerging Leaders Program will start with participants from Europe, China and the United States, each taking part in a one-yar program activated around World Aquatic’s Swimming World Cup events.

  • Phase 1: Onboarding and Virtual Learning – Masterclasses covering aquatic sports that emphasize Olympic values, water safety, youth leadership, digital storytelling, and responsible social media use. Participants receive mentorship from Ian Zhang, Rowdy Gaines, and other experts.
  • Phase 2: Local Projects and Digital Challenges – Implementation of community-based initiatives supported by a digital creativity toolkit and expert coaching focused on content creation and storytelling. World Aquatics will share participant campaign projects through short-form digital content across World Aquatics channels.
  • Phase 3: Online Showcase and Recognition – Projects and content are featured on a World Aquatics Youth Digital Wall of Fame, with awards recognizing impact and communication excellence.

“The Emerging Leaders Program reflects our commitment to developing the next generation of leaders in aquatic sport and water safety,” World Aquatics Foundation chair Dale Neuburger said. “By equipping young people with the knowledge, skills, and networks to drive meaningful change in their communities, we are investing in a safer and more sustainable future for aquatic activities worldwide.”
