The NBA’s new lottery system was designed to close potential loopholes while giving the league stronger tools to combat tanking.
Following the approval of the “3-2-1” draft lottery reform, executive vice president James Jones joined other league officials in outlining the reasoning behind the changes.
While Jones focused on the limitations of investigations and fines, NBA executive vice president Evan Wasch explained why the league tied restrictions to draft picks rather than teams themselves.
“Teams could theoretically agree to trade right after the draft, skirting the restriction that way, or trade in advance to avoid the restriction and extract value some other way,” said Wasch.
League officials said a team-based system could have been manipulated through trades, undermining the effectiveness of the reform.
The NBA also granted Commissioner Adam Silver expanded authority to address unforeseen attempts to exploit the new rules.
However, officials stressed that the commissioner’s enhanced powers are intended as a safeguard rather than the primary enforcement mechanism.
As teams increasingly jockeyed for lottery positioning during the 2025-26 season, league executives concluded stronger measures were necessary.
“We had to do something, and do something strong,” NBA president of league operations Byron Spruell said.
The new lottery format will debut next year and remain in place through at least 2029 as the NBA attempts to reduce tanking and encourage greater competition throughout the regular season.
