Penn State’s search for their first quarterback in the Class of 2028 has finally come to an end today. After coveted quarterback Trey Tagliaferri decomitted from Notre Dame yesterday it seemed like the Nittany Lions would have a chance to scoop in and take him back off the market.
While technically that’s still a possibility, the school didn’t rest on their laurels and landed four-star quarterback James Armstrong. He certainly wasn’t at the forefront of Penn State’s search initially, but he is rated higher than Tagliaferri on 247Sports’ list of the best quarterbacks in the 2028 class, as well Rivals’ top-300 prospects in the class.
Armstrong and Tagliaferri are rated very similarly, but the former is taller and more put together. The most important part about him being bigger than Tagliaferri is the fact that he’s also extremely athletic, giving the Nittany Lions a mobile quarterback who also has the size to withstand punishment in the open field.

Penn State already has a couple of highly-rated commits for 2028 in cornerback Deonte Flemings Jr. and kicker Carter Petri, but Armstrong is potentially the best of the group. After a couple of recruiting blunders at the quarterback position, Matt Campbell did what he always does and responded with a massive success.
